DX problem with ATI 1950 and pix.ver. 1.1?

Hi from Greece
After debug the TGEA in my PC (DualCore, ati 1950), the .exe not running and say me!
"Failed to initialize Direct3D! Make sure you have DirectX 9 installed, and are running a graphics card that supports Pixel Shader 1.1"
I have dx 9c with november DxSDK...
1950 have some problem with 1.1 ver. shaders? In 1.4 ver. is ok :(
In other pc with 8600GForce and my laptop with ati 9700 running properly
Any idea to can i do?

I have make a move! In DxSDK control panel i have change the option from "Use Debug Version of Direct3D9" to "Use Retail Version of Direct3D9", with the Uncheck "Allow Hardware Acceleration". Now the .exe and Debug.exe is running properly.
Why happen this? i dont now but all its ok...

I have buy the TGEA 1.7 few hours ago and i have some microproblems with the odds of the TGEA 1.0 demo...
In c++ editor and compiler all working most to excellent

I have the latest drivers of ATI ... and DXI have make a move! In DxSDK control panel i have change the option from "Use Debug Version of Direct3D9" to "Use Retail Version of Direct3D9", with the Uncheck "Allow Hardware Acceleration". Now the .exe and Debug.exe is running properly.
