Transparent and small window.

Hello,
My first question is if there is any way to make my game window transparent. Like gopets, I'd like to draw the game objects on the transparent background. It will be OK if the solution is only for Windows(95 and 98 don't support this?).
Secondly, can I resize the window smaller than 640*480? It seems like the minimum size is fixed by 640*480. If I need far smaller, where do I have to look at?
