Not getting access with the www.garagegames.com

Hi, I'm having problems accessing the web site with that url, the only way that i could send this message was using the IP address of the page (216.116.32.49)
I asked a friend and he had the same problem, we both are from Brazil.
I wander if this is a problem of the configuration of the DNS of garage games or is a problem here in Brazil, with some crazy folks blocking web sites, just like they did with youtube some days ago.
