TGB capabilities?

According to my understanding TGB sits on top of TGE. To me that implies that TGB should be able to do everything that TGE can do. If so why would someone purchase TGE by itsef (I think I'm missing something here :)

Where did you get that impression from? Seriously, I'd like to know. The only thing TGB takes from TGE is the core platform layer, the networking code (though it's not integrated into TGB's classes like TGE's), and the GUI system.

TGB is a 2d engine geared towards ease of use and having an interactive development interface. TGE is a 3d engine with a specialization in realtime networking. Go read the product pages if you want to see everything else ;P.

TGB is primarily for 2D development. TGE is 3D. TGE has real time networking, TGB has "turn based". TGB is much easier to learn and use.

I got that impression from the "Is TGB right for me" page (http://www.garagegames.com/products/torque/tgb/who) at the bottom. Thanks for clarifying, perhaps the page should be updated a little.

I believe they are refering strictly to the scripting, what they mean is if you are familiar with Torque Game Engine's scripting, you will be right at home with Torque Game Builders scripting.
