A general question

So I have a small beta game ready to be tested with someone else.
I added
-dedicated [IP:71.232.167.190:28000] -hostname [BattleForce Official Server]
To the end of my exe shortcut... But I'm not seeing it show up in the server list.
If it's one thing I have not a single clue about with Torque, it would have to be how to set up this Multiplayer stuff.
Basically I want to test my game online with someone else. If anybody has a link to a tutorial or a guide, or could explain this stuff to me here, that would be great.
