Neutral Buoyancy

Is it possible to make water that is neutrally buoyant? I'm making a Battleroom (from Ender's game) map for the game blockland. However this game only has control's for moving in the four directions plus jetpacks for going up and the ability to swim down in water. a 0g physical zone works great---but there is no way back down.
In order to simulate zero gravity I filled a room with water and set the density on 1, however my character still floats to the "surface"
