Voice communication

I'm exploring options for voice communication in my project. HawkVoice was suggested, however it it in a non-functioning alpha state. DirectPlay Voice is made by Microsoft, so it's out. I'm thinking about RogerWilco, and it would work except for one shortcomming, I really need to be able to play wave files over the link. Any ideas on how I can work around this?

Roger Wilco is the best free voice codec.

DirectPlay's voice support is good too but you have to use their networking code. Why oh, why wasn't the voice compression/playback part of DirectSound?

Miles Sound System has great voice codecs but the license is not cheap for an independent.

There is also the Ogg Vorbis codecs. I have been watching these guys for a while now but have not had the opportunity to check out their stuff. Basically and MP3 replacement.

would it be possible to use the technology of audio conferencing? there are several progs free at cnet and zdnet and i cant help but think that this is the way to go. why use a cb radio when you can have a conference call with all team members on the same channel? then you just add some code that recognizes when players can or cannot hear each other, plus a modulator for distinct voice effects, and voila! This might be for too much for a 56k but my game is designed for high bandwidth anyway. and im talking technical issues here, never mind the licensing aspect. does this sound feasible?
