Application failed to initialize when starting T3D

Rebuilt a new machine and cannot get T3D to load on it. XP Sp3, has Physx and newest DirectX. Tried uninstalling and reinstalling but still get "Application failed to initialize properly(0xc0150002).
I can't even run the Tool Box. I have been able to do that even with outdated DirectX drivers. Loading game would bomb, but Tool Box would still load.
I could not load AFX2 T3D, but I could load AFX2 TGE and AFX2 TGEA.
Can't think of what else I might have missed. Using same video card and drivers I have used on another computer.
Got any suggestions?
Edit: Ok, my post gave me an idea to go test. I can actually play the games if I go manually start them up. So it is the Tool Box that is not loading and giving the error.

Try doing a repair install of Windows XP.
Try installing Redistributable for MS VC++ 2005 from following:
