TGEA Commercical Lisense question.

As far as I known following provisions did not exist in TEGA / TGE Commercical EULA but in product page
is lisense changed?

So yeah ... I would clarify with GG just to be safe.
I always include the screen for 4 ... just to be safe. If it is in the EULA then I reccomend abiding by it.
Although it would be nice to get an update from GG regarding both of these.

You should always read the EULA, even if only installing an update. If you click yes then you have agreed to whatever terms you just skipped over and didn't read. Doesn't matter if they are new or altered, it's a new agreement -- nothing ever said it had to be written in stone for the perpetuity of the product... and that happens everywhere. If you don't like the agreement then don't install/use the update that changes it.
The "lift" of the 'game-only' requirement has been mentioned as being removed for Torque 3D only.

I believe that the splash screen and "About/Credits" clause have been in the Commercial EULA for a while now -- both caused quite a clamor almost year and a half to two years ago when they where noticed, and it still comes up from time-to-time. as for section 4, i was under the impression that this was no longer a requirement as of a few yeasr ago, but to be honest even if it no longer applies i think it would be appropriate/responsible/nice to include those anyway.
