CustomMaterials still load, even when missing Shader

We noticed this one today while debugging some other issues. It seems CustomMaterials do not bother to check if they even have the ShaderData that they specify.
I tested with checking it, but seems most of the Terrain/Atlas Materials use stubbed shaders or similar things, so they would just say Missing shader data.
