Need shader help.

Im using the shader pack resource, and Im having a nasty lighting issue. Heres an image of it at a angle but then I just turn the camera more head on and I get this , I have tried turning lights off and it only dims the problem. Im trying to go through the dtsbump shader files to see if I cant fix it myself, but its not as easy as I thought.

I investigated further and it maybe more embeded then I had thought. I might just have to not do the normal mapped dts's. The lighting issue is related to the camera and the shader. When I zoom in or out it appears to be a circular shaped lighting appearing on the object and it gets bigger or smaller depending on distance. This is on top of the sudden drastic light change too.

Its a instant change, and its always the same camera angles that it happens, and the problem disappears when I delete the material info calling for the shader.I investigated further and it maybe more embeded then I had thought. Well if its not one thing its another :). I got the lighting issue resovled, but having trouble with transparency, http://www.brandngames.com/AngelWarsStuff/shot3.jpg as you can see it works fine with the terrain but not the dif there, and it also effects dts's. I've made a few changes to the default tge 1.52 afx 1.0.2 code, mainly the tmk, and shader resource. Any ideas on where in the code the issue might be?
