Torque Programmer Database Connectivity

We are in need of a programmer who understands how to implement a secure, persistent database connection between Torque (server side) and a master database server, with Torque client to server communication.

In addition to this, we'd also like to implement a slave to master database connection where the Torque (server side) to slave database will replicate changes over to the master database, all users no matter what slave server they are using for persistent data are authenticated by the master server, just persistent data is stored on the slave database servers which is replicated to the master database purely for backups/security and if the slave server they use is not contactable the user can use another slave server. Slave database servers will not be able to function if there is no master database server to communicate with, or the slave database server/ip has been banned.

Consistency checking will also need to be added so that the slave server first checks with the master server at login (authentication) to see if the master servers update date is more up to date than the slave server, where it will then use this information on the master server instead.
