Console Problems in Vista

I am evaluating this program for our company and am following the tutorials.
I am at the FileIO tutorial and am not able to open the console as instructed. I tried ctrl, shift, alt etc .. for ~ but it will not show.

Please help, if console does not work on vista I will probably have to find a different software to use.

I've seen others who have had this occur and have not seen a solution for it. I have had no problems with Vista Home, Pro or Ultimate 32b or 64b versions and the console. Do you have a US keyboard setup? Are you using a special keyboard? Is the tilde key bound in your action map? Are you using TGB 1.6 and following the tutorial here?

I have an ASUS laptop and I assume I have a standard US keyboard. my ~ is under the Esc key top left corner. ` and shift gives ~
I am using Visa Home Premium.
I am using TGB 1.7 and following the FileIO tutorial here http://docs.garagegames.com/tgb/official/

I'm not sure how to check this ...
"Is the tilde key bound in your action map?"
