yes, you CAN rotate a waterblock for a waterfall

I've done it, played with the wave speed, scale and direction,
walla, instant waterfall. this means rivers to, so no more "how can I make a waterfall", its sooo easy.

I truly hope what you say is true. However, the image you've used to demonstrate a waterfall is... well it doesn't look very good. Maybe the still image doesn't do it justice, but from what I can see, I want a better solution. That just looks like a solid wall of water to me; there is no separation as the water falls.

So, for now I must say that I disagree. I'll play in torque later tonight and see how it looks when it's actually moving. Then I'll give an updated response here.

@Dean - You would need to mix particle effects along with this and it should work. I don't think developers really need to waste their time making a stock waterfall since it is a really game specific item.
