Torque X download?

Hi all,
I recently stumbled upon Torque and was really interested in the Torque X engine since I am a experience C# programmer and have some knowledge of XNA. I keep reading that Torque X is supposed to be free but I can't find a download link anywhere. And on this website it asks me to cough up $250.00. So whats the deal? Did the offer pass already?
