Terrain generation best practices

Hey all,

I'm making a low-altitude flight-sim in TGEA. What is the simplest way to make terrains for this type of game?:
-Maya then import into TGEA
-Atlas
-World Editor Creator
-Others?...

Also, I'm not much of a programmer... <:(
