Hmm... Just a quick one...
Wouldent it be cool if there was just an open world game and you can walk around and just do stuff?
ex: driving golf carts on golf courses, riding rollercoasters, driving cars around doing races for cash, run around the track at a gym, going to the bar get drunk, have a fight, go home with a black eye, have a hangover in the morning, etc. (there are a ton more activitys im thinking up)
I would be a lot of work to model all of that stuff,
But hey, if rockstar can do it we can too.

I like the idea, yeah would take a hell of a long time to do and cash. I would like to see a game like true crime streets of la although much better kinda like on the lines of COPS, working as a officer, but you can become the baddy aswell.

What is so wrong with actually making a small concept game, before the big ideas start flowing?

Nothing wrong at all, its always good to start small and work your way up! Thats how you get expierence in the end.

My protoype for Soul Wars actually was very similar to this, mainly because I hadn't implemented the combat and magic system yet ... so yes it is quite feasible.
As for the cash ... well you could probably come right using whatever assets and art you can find on the various websites. Your biggest problem is hosting the maps and linking the maps for this type of project but that problem in itself can be taken care of.
I have basically implemented TGEA with AFX and Yack Pack and currently it is a Medieval themed world and I haven't focused on the multi-map hosting of it just yet. Change the artwork and modify the UI and there you go ... enhance some of the scripts and add some more game logic ... and you are pretty much there.
I also stripped out the GUI editor and the Mission editor ... I then re-implemented the Mission Editor as a seperate executable so you could provide World Builders with a piece of software that they can build maps in.
Best starting point probably would be TGE or TGEA with AFX and Yack Pack ... strip out the AFX spells and use the spell type effects for other actions. Yack Pack will give you the dialogue system to tak to NPCs (if you have any) then look at Male Advanced Character Kit and modify that ... this will give you the ability to modify your Avatar for the game.
Add your vehicles and whatever game mechanics you need and you are there. :)

This is kind of like what Second Life and the Playstaion Home have done.My protoype for Soul Wars actually was very similar to this, mainly because I hadn't implemented the combat and magic system yet ... so yes it is quite feasible.
