Lights turn on and off randomly, some don't work.

I have a room that is a .DTS object. In this room I have a number of static light objects, and I am finding some rather weird problems. 2 problems, to be exact...
1.) Whenever I walk around the room, some lights will randomly shut off. It's almost as if there is an invisible line... and if I walk past it, a light shuts off, and if I go back over the invisible line, it turns back on.
2.) Some lights just don't work at all. I can sometimes copy / paste a working light, or create a new one from scratch, and the light never illuminates, or if it does, it won't be as bright as other lights that use the same lighting datablock - even if I delete every other light in the scene.
Anyone have any suggestions as to what might be happening here with the lighting system? This is in stock TGEA 1.7.1.
