You might be able to pick up a cheap trailing edge graphics card and get a workable setup, but you'd have to do some research.

Onboard graphics is probably your main weak point, they're rarely (ever?) up to the job of 3D intensive work. Quick read around suggests your mobo really isn't targeted at gaming use, I'm not really up on TGEA's system requirements but I imagine they're in the mid-range "gaming" area. You might be able to pick up a cheap trailing edge graphics card and get a workable setup, but you'd have to do some research.

In my opinion, and maybe other peoples, too, Windows are best for playing games. Macs are best for working. That would mean that a Mac would be more appropriate for making games. And I think TGEA is coming out for Mac, too. Unless it already did? I didn't check yet.

1.3 Dual Core, 1gig RAM, basic integrated graphics, it's a bit below TGEA minimum spec.
Get about 10-20fps, no shaders, spec, normals (obviously) and terrain textures are covered in garish psychedelic patterns --- but it does work.

I've actually had TGEA running on my low-spec laptop just as a test. 1.3 Dual Core, 1gig RAM, basic integrated graphics, it's a bit below TGEA minimum spec.
