Billboard Fliage?

Can TGEA do billboard foliage? If so, how do I set it up?

Yes. In TGEA 1.7.1, you can use either GroundCover or fxFoliageReplicator. These are found under Mission Objects -> Environment in the World Editor Creator.

You need to add a FoliageReplicator to your mission:

Hit F11 to the enter editor, hit F4 to activate World Editor Creator. In the mission inspector's bottom tree, open the nodes MissionObjects/Environment and add an fxFoliageReplicator. Give it a name (ie. Foliage1), and hit Ok.

TGEA does not do Z-billboarding correctly, fyi.

What do you mean by "Z-billboarding"? Are you talking about alpha sorting issues?
