Using a Custom Cursor

Does anyone know how I could set a custom cursor in place of the traditional windows cursor in TGEA 1.7.1

I am not sure where I should even start.

Lots of good info there on setting up and rendering a software cursor. Some of the things he talks about have already been fixed in TGEA 1.7.1, but it should still give you the info you need to get you a software cursor going.
