Torque is a flexible platform that allows you to do just-about anything you want. I think most Torque users are constrained by their own time, money, and experience long before they hit the limitations of the engine.
Torque is certainly capable of producing a good looking game with modern graphics. Ultimately though, your sales will be driven by how FUN your game is and what makes it DIFFERENT from other first-person-shooters, not what makes it the same.

Best of luck to you!

For example, the Gears of Torque artwork took quite a long time for the team to create (check out some of the artist testamonials from the Make Something Unreal contest about some of the extremely cool, extremely Unreal 3 engine-cripplines artwork demos, and the large amounts of time they put towards creating spectacular artwork. If you have the time and the talent and the experience, you can do amazing things with most engines on the market. You will have to scale it for the engine tech and your experience and accomodate gameplay in there somewhere. I'd also recommend looking at Todd Pickens, Tim Aste work and Apparatus's blogs to see some of the things that work well in gameplay and have excellent design and artwork behind them because they know the engine and are designing for it.

Really depends on how good you are. Just dont expect to make the next call of duty, In a few days, few weeks or a few months.
It would take quite a while.
Torque isnt like "Game Maker".
With Torque you can make pretty much anything if you got the resources and talent.
