The answer to your question would simply be any 3d modeling package.
Unfortunately I'm unaware of any software that caters for automatic 3d weapon creation. Not that I've looked into it excessively (did a quick search for you though). Perhaps somebody else will know of such a program to make your life easier. Sorry i couldn't be of much help on this front.
What I'd suggest is, take the modeling package you're most familiar with and search for tutorials on modeling guns (I've seen countless tutorials on the subject). There are also some very informative and simple to follow tutorials among them which will teach you some pretty useful techniques to enhance and simplify future modeling endeavors.
