TGEA 1.7 Terraform Editor

In TGEA 1.7 Version, Terraform Editor does not support.
What is the reason?
I can't import Height map or Export Terraform bitmap
and when clicking on Mission Objects > Environment > Terrain.
To make new Terrain block , Terrain file (*.ter) is necessary.
How can Terrain file (*.ter) make?
