DeleD Exportable Format(s) / TGE Compatibility

Hello,
Has anyone used DeleD (a 3D-object maker)
enough to indicate the following ?
1. Clarification : it has been my understanding that :
1.a. ".DTS" files represent objects, that the player in a game
can collide with, collect, or shoot at.
1.b. ".DIF" files represent the INTERIOR portions
of a building that the player in a game could enter
and run around inside of.
2. Can DeleD's "Torque Exporter" save my artwork as a ".DTS",
or would it always save to ".DIF",
3. Can DeleD EDIT atrwork other than my own ?
3.a. For example, let's say I purchased the "Environment Pack"
called "Shapes & Lines: FPS Environment Pack",
(URL : http://www.garagegames.com/products/104/).
3.b. Now, let's say I wanted to EDIT some of the included
object(s) / building(s) etc.: how can I do that with DeleD ?
3.c. Problem is -- at least for "FPS Environment Pack", that
is features a whole bunch of ".DTS" files -- but no ".DIF"
at all.
3.d. I've taken a quick look at Torque Exporter's feature page, at
http://www.delgine.com/index.php?filename=product_torqueexporter,
and it mentions there the option to convert my ORIGINAL-DeleD work
into a ".MAP" file, then further on, into a TGE-supported ".DIF" file.
3.d.1. But, it does NOT say anything about LOADING (or importing)
a 3rd-party ".DTS" or ".DIF" file into DeleD, does it ?
3.d.2. Alternatively, is there a way (or ways) to first convert an
already-existing ".DTS" or ".DIF" file into, say, a ".X" format
(DirectX, right ?), and THEN import it into DeleD via one
of its other plug-ins, so that the artwork could be then
edited within DeleD and then re-exported back to TGE
as either a ".DTS" or ".DIF" file ?
4. Does DeleD work well (in terms of tightly-detailed file-format conversion)
with "Blender 3D" or "MilkShape" ?
5. Does DeleD offer animation capabilities ?
6. Does DeleD offer human character (face and/or full body) creation ?
7. Would anyone be familiar with any low-cost or free software tools,
that I could use for complementary capabilities (should DeleD
not offer them yet) ?

However, Deled currently does not do animations.
No, Deled cannot as yet export to .DTS
For importing artwork, Deled can import: .obj, .x, .3ds, .csm, and .map if you download the associated plugins.
For good tools that do support animations, and have dts exporters and are free or cheap, Blender (powerful, Free, but not easy to use), Milkshape (Good, Not free but cheap, easy to use)

I use Deled. There is a torque exporter that exports to .map and dif, but no dts. To export to dts, or to animate an object, I export from deled to obj then import it into milkshape. There I can animate it and export to dts.

I have not used Deled, but I did create the FPS Environment Pack, and thought it was worth mentioning that the source art is included, so the models also come in 3ds, mb, and low format.
So if Deled can import 3ds, then you should be able to edit the art for your game.
