How to get my terrain from L3DT to TGEA?

Ok, I tried and tried and tried...
I know how to make terrain in L3DT. I know how to export heightmaps, terrain textures, .atlas files.... etc, etc...
I can't for the life of me figure out how to import my terrain files into TGEA. And please however posts a reply, don't point me to http://tdn.garagegames.com/wiki/TSE/Atlas/Using_Atlas2 because it's not helping. It's incomplete and I've spent hours trying to fill gaps in that documentation.
All I need to know is how to get my test.atlas file inside TGEA. I'm sorry if I seem a bit frustrated, but I can't figure this out!

I've written a (nominally) complete tutorial for making a unique-textured map for TGEA in L3DT, exporting it to Atlas, and loading the Altas file in TGEA:
