Need Pack Recomendations

I need help finding an NPC pack that is as close as possible to what I need. I've looked around, and haven't found a single pack that fits all the requirements. What I would like in a pack is this:
- Hair and armour are seperate models
- Multi-game License
- Preferably less than $100
- Both male and female (Seperate packs work if the total cost is still less then $100)
- Bones in fingers (least nessisary of all the requirments, but would be good if the pack came with them)

Here's the packs I've looked at
- Cubix studio Male & Female NPC packs (Best match to my requirements I've seen so far)
- Fro Games Warriors and Comoners
- Arteria-Gaming Elven Pack
- MMOworkshop Avatar Pack (Good deal, but has a 'cartoony' look that doesn't seem quite right, and it mentions changes that need to be made to the engine, but doesn't tell me what those are)

Any suggestions would be really appreciated! Thanks in advance!
