Question about ScopeAlways objects (1.03)

Question of people who know this out there.
In TGEA are "ScopeAlways" objects (TSStatics and Interiors) always rendered? Or should they still be occluded by the visible distance value? We are experiencing graphics lag in our game that appears to happen whenever the view is pointed at an area that has a lot of objects, even though they are not in view. I had always thought that the Visible distance value would occlude EVERYTHING that is to be rendered. Am I wrong on that? Thanks for the answers.
