TGE enough to make something simular to Mini37?

Hello,
I didn't realize for a long time that the Mini37 game/demo (mini37.com) was built using torque. But I was just wanted to know if the standard Torque Game Engine (Not advanced) would be enough to create a simular style game?
If it is, does anyone know what the best method would be for creating basic tracks such as WorldCraft, 3DS Max or the built in editor?
