Atlas Bug, Possible Clipmapping?

This bug has been around for a while, but it's still there with 1.03. It's best illustrated by this picture:

It doesn't happen on every terrain, only on some, but when it does happen, usually you wind up just having to scrap the terrain and start fresh because it seems very difficult to get rid of. I've experimented with bumping up the clip map size, raising/lowering the error metric, etc. Can't seem to get rid of it once it rears its ugly head.
