You can get Blender, which is free, and the DTS Exporter, which is also free.

It's a bit complicated actually exporting from Blender to DTS, and there seems to be no easy way to do it. I'm a newbie myself on that score, and although I have successfully created a single object in Blender and got it into a DTS and into Torque, I still haven't figured out collisions or materials.

I heartily recommend searching for tutorials.

Open Blender, import your object thru the file menu, then export thru the file menu to dts.
