TGB space colony tycoon

I am interested in making a 2D sim city/tycoon like game and was hoping that the Torque Game Builder would suit my needs but wasn't sure. I know about the Wilf Life Tycoon game, but that is 3D and probably a lot different then what I had in mind.

I would want it to be tile based. Probably turn based as well.

So would the TGB fit my needs?
