Looking for a dialog editor

I was poking around the Garage Games website, and I came across this dialog editor that made dialog that looked very much like KOTOR or NWN2. I can't seem to find it again. If anyone knows what I am talking about please post a link.

    Was this part of it? I seem to remember one as well, but do not remember if it was a resource or a blog about a system that wasn't available to the public.
