Creating Objects?

Is there a good program that allows you create objects, and deign them?

I'll assume you're talking about modeling/level editing and not coding. Torque uses two formats: ".dif" and ".dts". The dts format is used for 3d models- typically made with programs like Milkshape, Blender, Silo, GMax, 3d Studio Max, Maya, etc... The "dif" format is used for what are called "interiors" in Torque. Interiors are used for things like buildings, tunnels, city streets, etc. There is a free tool sponsored by Torque called Constructor that you can use to make interiors (.difs). Other tools out there are Quark, Hammer, Cartography Shop, and 3D World Studio.
