PAID* Project Seeks MMO Programmer

Hello. I am looking to hire a freelance programmer for a tech demo / proof of concept project.
Using my TGEA license and the Torque MMO Workshop toolkit, I want to bring my MMO game design to fruition.
To put any fears you have to rest, I am 36 years old, married, and a lawyer living in Montgomery Alabama. My budget for the programming of the first round of this project is $1000. I'm putting my cards on the table so that we have clear expectations of each other. Various posts here have valued programmers' time at between $10 and $50 per hour. Obviously I'm looking for competitive bids - so I'll be looking for the lowest price per hour (or if we agree per set number of features implemented) but I'll also be factoring talent/experience into the mix.
I have been working on this project for over 7 years (unfortunately with ups and downs) and am at a really interesting stage. I've spent a lot of money on a professional fundraiser who is working up a business plan that she will shop to various development houses to get the financing we need to make this a triple-A project, eventually on a different platform. But the project needs to show that we can produce a tech demo for obvious reasons.
I have a full design document and much shorter game systems overview which explain in minute detail how the game works. Of course I dont expect you to build an entire MMO for $1000 even with the toolkit. What we would need to do is to determine what functions already exist in the Workshop toolkit, what it will take to get the basics running, and then where to proceed next. As I build up more money there will be more work.

The visual style of the project will mix the post-apocalyptic and cyberpunk genres, in a dark and gritty realistic way.
Without going too far into things, the gameplay will combine elements of city-building, realm vs. realm, moddable weapons, vehicles, and characters (through mutations and implants) with several unique PvE experiences to create something very memorable.
I look forward to hearing from interested programmers.
