Crazy Polygons bug in TGE

Suddenly, this afternoon, I began getting this crazy polygons bug again:

Now, only Torque and Torque Constructor are doing this. (Torque Constructor details here)
I first began getting this problem 3D applications, (Dungeon Runners, Torque Constructor, TSTPro, Dungeons and Dragons Online) with an ATI Radeon X1650. I updated drivers, but it still was like this, so I ditched the card and bought an EAX1600Pro. This worked allowed me to run most programs, but still not Torque Constructor, TSTPro, or Dungeon Runners.
When the 7.12 Catalyst and drivers came out, as an experiment, I swapped back to the X1650 and then everything worked, except in Torque Constructor, if I added a light, the polygons went crazy for the light and then the textures would go haywire, distorting like a funhouse mirror (very disorienting.)
Now, suddenly, this afternoon, Torque is now doing this again.
I have been in touch with AMD-ATI customer support and they say: consult the makers of those programs...
Anyone have any idea what is wrong?

For whatever it is worth, I have been using an X1650 Pro on Windows XP for some time now without any similar problem. If you discover the root cause, I for one would be interested in your findings.<* Wes *>
