Torque X 1.0.5.1 installation problem

Ok first of I want to apologies if there has been a post like this or this is the wrong place to post this question but I did Google the search as well as look around on the torque web site so u cant say I dint try :P anyhoo lets get to the fun part.

Ok so I downloaded torque X 1.0.5.1 aka(Torque X FREE Download)

so I try to start the installation but I get this error even though I have the required software
