Need a game developed

Hi,
I am a private party who is a novice to this arena. I was wondering if I can have a very simple game developed. I read that it can be played on xbox. It can be a simple 2d game or 3d game whichever will be cost effective as this is being done for testing purposes by myself.
Actually I was looking for a very simple game in a restaurant setting (fast food). The theme will be about the boy behind the counter preparing food for customers within a certain amount of time.
for example a customer will come in and order a pizza with onions and peppers. the counter boy will need to navigate to each of the areas for the dough, and place it on the counter then go for the tomato sauce, cheese, onions, and peppers one at a time and put it on the dough. Then take it and place it in the oven. etc.
there will be more details since this will be for a fried chicken place and pizza.
thank you

Hope this helps with a bit more info. It is geared for children and I really want kids to be able to play it on the xbox and or xbox360.
Please send any comments to me or post them here.
thanks everyone for your help.

Thanks for the input Ted. I should have been more specific in what I am looking for. Actually I was looking for a very simple game in a restaurant setting (fast food). It sounds a bit like Cooking Mama, and could be a ton of fun. But you will need to have distinct direction to put together a project that will cost at least tens of thousands of dollars for XB Live Arcade.

XBox/360 development is expensive if you wish to go the publishing route. You could create a free game with XNA and ship it to other creator's club members, but that's not a very big market. It is very cool to see something you programmed on a 360, however. Of course, you would eventually have to port it to C++ and the Xbox Developer's Kit to release it on shelves. It sounds a bit like Cooking Mama, and could be a ton of fun.
