Depends on what you're texturing, but basic texture creation can be
done with Paint if you're desperate.
I think most use Photoshop. I use Paint Shop Pro.
Create a JPG or PNG that's at least 64 x 64 and experiment with that.
If it looks fuzzy when you render it, then bump it up to 256 x 256 and
try it again.
