Garbled Text, help!

Well, I reformatted my drive to Win98, reinstalled everything, and I can run the test app fine. However, when I enter into any of the editor modes, all of the menu text is completely screwed up.

I imagine it's an OpenGL problem, but I've downloaded the latest NVIDIA drivers to no avail. Now I'm stumped.

Any help would be greatly appreciated.
