Character Mesh Fills bounding box

Small Description.
Set my bones up started getting the verticals waits to what bones like so. BoddyMesh is Child of Armature I added a Armature Modifier to BoddyMesh. I Got All envelopes were i liked them I tested Export Worked just fine so I moved on to Wait Painting to get the mesh to deform right. So it got late and I wanted to test Progress and that is when I get this when Exported out.

I have no animations for it. I do have 2 bones that do not have deformation on. and I do have 4 IK solves on. I have 2 mesh objects EyeLeft and EyeRight that is just Child of EyeBone_L / R .
I very well am missing a step some were but I don't know what step that is.. and if I am not 100% done adding the Waits to all vertices's can that make ti blow up like so( Envelops waited it all down and when moved Armature all mesh went with it) .. Export 0.095, Blender 2.44
