Bones not attaching to mesh.

Ok, so I am making the animation for my character (my first time doing this). I found something that is a problem. I need to add bones to almost every face! I only want to use the amount of bones used in tutorials, but if I try animating them they don't move the faces to each bone closest to it. Instead, it only moves faces that they are extremely close or touching. Let me give you a picture: [img=http://img504.imageshack.us/img504/3368/ggpicturehu7.th.png]
As you can see, on this snake like object, I need to use alot of bones. Is there a way that I could just use the main bones instead of needing them to extend out?

... Well I never even knew what that does. I guess maybe this will save me a lot of time.
