Resetting transform for steering wheel frames

OK I am just dabbling in animating so this may be something simple that you can tell me.
I am trying to animate a steering wheel that should be angled at -20 degrees on the x axis and then is rotated 10 degrees per each frame.
I got the 10 degrees per each frame fine but the transform for each frame is off so adjusting to -20 messes everything up. I have tried to go through and reset the transform per each fram with it auto keyed with very unsatisfactory results.
Is there a better way to do this? Using 3DS Max 8 by the way.
