N00b lololol"question

I see on the FPS starter kit demo maps there is some small bits foilage on the floor that you can't select.

What is it?

It's Foliage. : P

They're placed in a scene and controlled though something called a foliage replicator - check the hierarchy in the mission editor, find one and hit F3 to view its properties.
