Cut Scene Help

Ok I dont know how to make cut scenes I dont even know what program to use but I need help.
If anyone knows how to make decent cut scenes would you please take five minutes and
help a poor noob like me.TY

Top right of every page has a nice little search box - typing in cut scene brings up heaps of links... but this is probably what you're after:
