Best way to make something look like it's lit up

I wanted to make a circular led type image around some buttons, basically if it's green the button can be pushed if red it can't to make it easy for the user to interact. I want to make it really look lit up like an LED, basically like the circular one on the xbox 360. My question is can I get that true look of a real led with just an image or would I want to try and get a particle effect on it to? I'm just learning 2d art, since my g/f is a graphic designer I have constant access to illustrato/photoshop and am trying to learn them. I wasn't sure if I could get realistic enough just with an image.

If you're using Photoshop, check out the 'Lighting Effects' filter in the Filter > Render > menu. With a bit of tweaking you should be able to get the effect you want.

And/or you might want to also use the photoshop's 'glow' effects. you can find that under 'Layer>Layer effects> and then either Outer or Inner glow , depending on the effect youre looking for. Oh and obviously this effect can only be done to a layer.

Thanks I played with the neon glow effect a bit and got pretty close to what I wanted

To get it look really bright, you'll want to try and contrast it with what the led is sitting on. So a darker background should help to make the LED stand out more. Also you could try the lens flare effect in photoshop with your LED. Easiest way to do this is to create a new layer, make it black, go to fliters > render > lens flare. Then set the layer to one of the blend modes.
