Why are my alphas rendering as additive?

Trying to make a chainlink fence using a png texture with alpha.
the link section is transparent, but it appears to be using additive blending.
is this a known bug in the exporter?
using Blender 2.43 with DTS Exporter 0.93
Material set to alpha-mix faces set to alpha in the realtime properties.
single mesh separate textures.
