Is there a market for game ideas? Sort of a place where people can sell their game ideas for around $20-50 or something and give a vere very detailed story, outline, etc.

Most people already have more ideas than time and resources to implement those ideas.

If you think you have great ideas, I think the best way to go about is to find a way to implement it. If your idea is the next Million Dollar Story, then try to write it up, or find someone looking for a good story, etc. Basically, try to become a writer. If your idea is a technical aspect, like a new feature that would make Halo look obsolete, see if you can learn the particular trade associated with it so that you can join forces with someone with resources, and show them not only your idea, but how you are going to make it happen.thats my thoughts.

one is selling the idea of interplanetary travel and settling human colonies in mars to trade goods with martians.. and another is having the appropiate resources and technology to research if its possible and make it happen in a very practical mass produced way ..
even implemented ideas.. in already existing technology faces its end.. because of lack of productivity and efficiency...
the concorde... for example.. a major project betweeen 2 nations to bring a never seen before technology to make supersonic travel for the masses...excelent idea!..but the implementation wasnt exactly possible as expected..
the final product ended to be incredibly expensive to buy and maintain.. making it available only to a few ones.. that with the years was condemned to the complete cease of its operations due to lack of efficiency..
so it applies to everything in life...from gaming to major industrial projects
ideas are there from centuries ago ... finding the way to implement them .. is the hard part ...
if you have an idea.. look for the way to implement it.. and team up with somebody you think can help you to do so
Cheers
