Water Reflection Bug?

I have encountered this a couple of times when setting up a project for a first person project. Using the AlienFource FPS starter also creates this bug (if it is in fact a bug)

As this picture shows, the reflection is working fine on the terrain as well as objects but it also reflects the gun in first person mode and the player model in third person even though I am no where near the water. I put the clarity up to about .6 to better display the effect. It is less pronounced with a clarity setting of about .1
Is this some sort of setting that I am using or is it in fact a bug?
