Unique Missions for Each Player

I am developing a game that requires each client to have their own unique Mission (It's a strategy game). I am at the early point of thinking this through and was wondering if anyone else has ever done anything like this in TGE/TGEA?

My best example would be in SimCity, if you were to play it multiplayer, each player would have their own scene for their own city.
